Course Outline

The course is designed for new starters within a revenues team, although it is equally suitable for experienced officers who need a refresher. The first two days of the course cover the legislation relating to liability, discounts, exemptions, billing and collection to liability order stage. Day three covers enforcement and can be omitted or delivered as a stand-alone day where required.

Learning objectives: 

By the end of the course, delegates will be able to: 

  • Explain how and why dwellings are valued 
  • Define the Completion Notice and describe when it needs to be issued
  • State which person should be made liable to pay Council Tax
  • Identify when to apply a discount or reduction
  • State when a dwelling is exempt from the council tax charge
  • Briefly explain the purpose of the Council Tax Support Scheme
  • Describe the billing and collection processes
  • Briefly explain how a debt is recovered and enforced through the Courts
  • Describe the new ‘Taking Control of Goods’ processes
  • Define the term ‘Committal’ and when it is used.
